       作为东南亚联盟（简称东盟）的 10 个成员国之一，泰国的汽车工业在发展上一直采取开放的政策，因此国际汽车跨国公司（主要为日本企业）纷纷在泰国投资建厂，逐渐将泰国变成其海外汽车生产基地，其产品也大量出口泰国之外的市场，因此使得泰国成为国际上主要的汽车产品出口基地（与这一发展模式相类似的另一个主要汽车产品制造和出口基地为墨西哥）。由于泰国这一汽车产业和贸易的特点，决定了泰国在其技术法规和市场准入批准管理上，即有积极与国际惯例接轨的意向（受日本政府和企业影响较大），但由于该国的汽车工业都是非自主性质，因此与国际接轨的发展进程一直较慢 。例如，泰国早在 2006 年 5 月 1 日加入联合国 WP29 的《1958 年协定书》，同样不断改进其汽车产品管理规程，以便逐步和国际惯例相接轨。但实际发展进展一直较为缓慢，同东盟另一汽车产业发达的成员国马来西亚相比，实际进程明显落后（马来西亚已全面采用和实施 ECE 汽车技术法规）。

   1.         泰国汽车产品市场准入管理部门和体制

        泰国近年来不断使其汽车产品管理体制与国际惯例接轨，但与马来西亚等其它国家不同，泰国的内部管理体制在不同的政府部门的管理职权上一直存在重叠和交叉，其中最直接涉及汽车产品管理的政府部门是：泰国陆路运输部（简称为 DLT下图一，隶属于泰国运输交通部）和泰国工业标准院（简称为 TISI，隶属于泰国工业部）。泰国工业标准院负责泰国工业标准（TIS）的制定，其中就包括有关汽车产品的标准，而 TIS 标准大部分是推荐性的标准，只有少部分标准是强制性的标准。泰国政府部门多年来一直在协调政府部门间的管理，目前已达成一致，在分工上泰国陆路运输部负责车辆整车产品的型式批准，而 TISI 负责车辆零部件和系统的型式批准。这一点成为泰国汽车产品市场准入管理的特点，我国企业应注意。此外，另一点需要注意的是，按照目前的既有现状，汽车排放和油耗的项目也被划入到 TISI 的管理范畴。

           对于车辆产品市场准入管理，泰国在 20 多年前就已针对大型的客车和载货车（Bus and truck）建立起了认证制度，由泰国陆路运输部依据泰国《陆路运输法》进行，这一制度存在的时间较   长.而对轿车、轻型载货车（皮卡）、摩托车，泰国以前一直没有建立认证制度，从 2000 年开始，泰国陆路运输部参考借鉴欧盟的车辆型式批准制度（70/156/EEC 和 92/61/EC）对这些 车辆建立整车型式批准制度，但所依据的法律与载货车的车辆型式批准不同，是《机动车辆法》。因此泰国对轿车、轻型车辆与中重型车辆的型式批准是两个分开的体系，这一点企业应注意。

         由于 DLT 对于汽车整车的型式批准制度尚在建设当中，因此目前所采用的认证制度和操作模式仍是老式的车辆检验模式，分别依据《机动车辆法》和《陆路运输法》对轿车、轻型车辆和重型车辆分开进行检验和管理。具体的检验在性质上类似于企业对汽车产品的出厂检验或现在公安交管部门对车辆所做的定期技术检验，具体的检验项目包括诸如：整车静态检查、安全带安装检查、制动试验、静态噪声试验、排放试验、侧滑试验等项目。

         泰国目前正在对原有的汽车产品管理体制进行改革，以便实现符合国际惯例的汽车技术法规体系和产品型式批准制度，但进展仍较缓慢，涉及一些难度较大的问题，诸如运输部陆运司（DLT）与泰国工业标准院（TISI）之间在汽车产品管理上的分工和协调、泰国汽车产品管理顶层法律（机动车辆法、陆路运输法）的修改等。截止到目前，泰国仅针对轿车和轻型车辆参照 ECE 法规制定发布了两项技术法规：车速表和摩托车后视镜。这两项法规分别参照 ECE R39（车速表及其安装）和 ECE R81（摩托车后视镜）制定，根据这两项法规，泰国也就形成了按照国际惯例对汽车产品开展型式批准的模式（即 ECE 汽车产品认证批准模式）    图 四 为泰国车速表法规中有关产品型式批准证书的式样。

2.   泰国汽车技术法规体系及最新发展

     泰国目前还没有建立起符合国际惯例的汽车技术法规体系，只有部分强制实施的泰国工业标准（简称为 TIS 标准）。此外，《陆路运输法》、《机动车辆法》及其它政府法规也是必须满足的，因此这些法律法规和泰国的工业标准都可以视为泰国的技术法规。泰国技术法规具体的项目清单。

3.   泰国汽车技术法规未来发展趋势

      泰国早已存在的大型的客车和载货车型式批准制度，与目前国际通行的惯例没有可比性，是泰国自身建立的管理体制，主要是依据泰国《陆路运输法》认证车辆是否满足该法中规定的一些技术要求。包括：车辆的尺寸、重量；一些基本的性能要求（需要试验验证），对这些车辆也没有作生产一致性的要求，因此可以说对我国的中重型载货车的出口技术上不会构成壁垒。

泰国现对轿车、轻型载货车（皮卡）、摩托车按照欧盟的制度建立完整的整车型式批准制度，该制度目前建设当中，但进展一直较慢。至于大型的客车和载货车今后如何发展，是否会合并到轿车、轻型载货车（皮卡）、摩托车的批准体系中，还是再单独建立一套比以前的批准制度更完善的体系，目前尚不明确。我国企业对其今后发展应与关注。

         此外，同其它东盟各成员国一样，泰国也将按照整个东盟作为一体化市场统一的采标计划。2015 年—2016 年期间，所有东盟成员国对于汽车产品都一致采用了 19 项 ECE法规（其中汽车共计 16 项，即 ECE R13、R13H、 R14、 R16、 R17、 R25、 R28、 R30、 R39、R43、 R46、 R49、 R51、 R54、 R79、 R83）。第二阶段计划将互认法规扩大到 32 项。
